A fast-growing town with one very large cart community

Groveland’s population more than doubled in a decade, from 8,729 residents at the 2010 Census to 18,505 in 2020, growth of 112 percent, and the city now covers 27.46 square miles at the intersection of State Roads 19, 33, and 50. In 2023 Groveland became the first certified International Dark Sky Community in Florida and the entire southeastern United States, a distinction earned through a multi-year effort to cut light pollution, which is a detail worth knowing before installing an aftermarket light bar that was never designed with dark-sky shielding in mind.

Trilogy Orlando is the reason a lot of our Groveland calls come from one address. It is a gated 55-plus community of roughly 1,500 single-family homes built around the 57,000-square-foot Magnolia House clubhouse. Construction started in 2005 under builder Levitt & Sons; Shea Homes acquired the project around 2010 and rebranded it as Trilogy Orlando, part of their active-adult Trilogy line. The clubhouse alone runs indoor and outdoor pools, a restaurant, a golf simulator, and more than 30 resident-run clubs, and the community sits about 30 miles west of Orlando along the same SR 50 corridor that runs through Clermont.

What Groveland carts need

An older cart fleet in places, a brand-new one in others. Groveland’s growth has been recent, and Trilogy Orlando in particular has been building and selling homes for two decades, so we see everything from carts approaching the end of a lead-acid pack’s life to carts that arrived with the house last year. Heat, the same as the rest of South Lake County. NOAA’s Clermont-area station counts more than 110 days a year at 90°F or above, and flooded lead-acid batteries lose water and sulfate on that schedule regardless of which town they are parked in. Watering every two to four weeks in summer and a full recharge after every use are the cheapest insurance against an early pack failure.

The rules

We could not find a City of Groveland ordinance that designates any public street for golf cart use, which puts Groveland in the same position as most Florida cities: a standard cart legally stays off the public road network under F.S. 316.212 until the city designates one. Clermont, a short drive east on SR 50, has gone the other way with its own City Code Sec. 32-105 zone, but that designation applies only inside Clermont.
