What the law requires, by vehicle
Florida’s rules turn on one number from F.S. 320.01: a golf cart is not capable of exceeding 20 mph, and a low-speed vehicle tops out above 20 but not above 25 mph. Each has its own equipment list.

Golf cart after sunset, F.S. 316.212(5): allowed only where the responsible governmental entity has determined night operation is permitted, and only if the cart has headlights, brake lights, turn signals, and a windshield. Both conditions have to hold. Lights alone do not buy night driving.
Low-speed vehicle, F.S. 316.2122(1)(b): headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, parking brakes, rearview mirrors, windshields, seat belts, and a vehicle identification number, plus title, registration, insurance, and a licensed driver.
Under 316.212(8), a county or city may enact rules more restrictive than the statute.
Clermont’s own designated zone
Clermont is unusual among the golf cart markets we cover: it has actually written a designation into its code. City Code Sec. 32-105 limits registered golf cart operation to municipal roads north of State Road 50 and west of US Highway 27, plus a portion of 12th Street, and specifically excludes the South Lake Trail. Registration costs $20 per cart. As of the city council’s review in January 2026, roughly 25 permits had been issued under the program, and the council was weighing a three-year sunset clause on the ordinance to coordinate with the city’s broader comprehensive plan and code rewrite. A registered cart in that quadrant still needs the F.S. 316.212(6) equipment list: brakes, steering, tires, mirror, and reflectors, at minimum.
Outside the designated quadrant, no other Clermont street has been designated for golf carts, so a standard sub-20-mph cart stays off the rest of the public road network under F.S. 316.212(1). Inside a private, guard-gated community like Kings Ridge, the association’s own rules govern its streets, separate from the city ordinance entirely. Kits on a 36V or 48V cart need a voltage reducer to run 12-volt lamps; that is included in the kit price. Brake lights need a pedal switch; signals need a flasher and a column switch. All of it rides on the truck and installs in one visit. Prices match the pricing page.
The things no repair shop can do
Title or register. A golf cart is not a titled vehicle. An LSV is, and it gets that way at the factory with a VIN and a certificate of origin. We cannot issue either. We can help you register a cart for Clermont’s $20 city program, but that registration is between you and the city.
Make a fast cart legal. A controller or motor change that pushes a golf cart past 20 mph takes it outside the F.S. 320.01(22) definition without making it an LSV. On a public road that is the worst of both categories. Before any speed work, know what the cart actually does on a GPS and what road it is going on.
Expand the designated zone. Whether a public road is open to carts is the city’s decision under 316.212(1) and its own code. If your street is outside the Sec. 32-105 quadrant, lights and a mirror do not change that.
Speak for your association. Community permits and rules at Kings Ridge, Del Webb Minneola, or Trilogy Orlando are between you and the association.
Why lighting is safety work
Lighting and brakes on a cart that shares a road with cars, or descends a real grade, are the same category of work as they are on a car. A cart with a dead brake light coming down a hill near downtown, or no headlights returning from a clubhouse after dark, is a collision waiting to happen.
